

On the afternoon of December 8th, the 2025 Annual Meeting and Work Promotion Conference of Angola-China Institute of Applied Technology, hosted by Wenzhou Polytechnic and organized by Shanghai Donghai College (SDC), grandly kicked off in Conference Room 815, South Donghaiyuan Building of SDC.
He Ying, President of SDC, Wang Zhimei, Vice President of Wenzhou Polytechnic, Geraldo Pambassange, President of Huambo Vocational Skills Training Center of Angola (attending online), Tang Zhijiao, General Manager of Zhongding International Engineering Co., Ltd. (attending online), as well as other leaders and guests, representatives from five co-constructing domestic colleges, heads of cooperative enterprises and project backbones gathered together. They comprehensively summarized the annual construction achievements of Angola-China Institute of Applied Technology and jointly discussed the blueprint for high-quality development in the next stage. The conference was presided over by Wu Junmei, Director of the International Cooperation and Exchange Office of Wenzhou Polytechnic.

Opening Remarks: Forging Collaborative Consensus and Expounding Educational Aspirations
He Ying delivered a welcome speech at the conference. On behalf of SDC, she extended sincere greetings to the guests present on site and online, and introduced the SDC’s over 30-year educational heritage and international development layout. She pointed out that as a municipal-level characteristic higher vocational college and a model private college in Shanghai, SDC has always listed international education as a core strategy. Participating in the co-construction of Angola-China Institute of Applied Technology is a key practice to respond to the national Belt and Road Initiative for international education cooperation and fulfill the mission of vocational education going global. The college will continue to leverage its educational strengths to provide solid support for the project’s construction. A promotional video of our college was played at the conference, presenting SDC’s educational strength and talent cultivation achievements in a multi-dimensional way.

Wang Zhimei deeply interpreted the innovative school-running paradigm of Angola-China Institute of Applied Technology from three dimensions: governance model, development path and talent training system, and systematically analyzed the project’s radiation effects in fields such as international communication, strategic recognition and integration of industry and education. She emphasized that it is necessary to take this conference as an opportunity to build consensus among all parties and make Angola-China Institute of Applied Technology a replicable and promotable benchmark for international cooperation in vocational education.

Geraldo Pambassange participated in the exchange via video link. He summarized the annual operation performance of the project, clarified the plan to select outstanding students to study in China in 2026, expressed deep gratitude to the volunteer teachers from all co-constructing colleges, and showed the real school-running scenes and talent cultivation achievements of Angola-China Institute of Applied Technology through a special video, highlighting the profound friendship of cross-border collaboration.

Work Report: Reviewing Achievements and Charting the Forward Course
Qian Xiaowei, Dean of the Silk Road College of Wenzhou Polytechnic, delivered an annual work report on behalf of the leading unit of the project, sorting out the construction achievements from four aspects:
Enrollment: The institute launched enrollment at the end of 2024, and 76 students were selected as the first batch after strict screening. The opening ceremony was successfully held in April 2025, marking the full launch of teaching work.
Teaching: It innovatively built a dual-track path of 1.5+1.5 phased training and local employment, implemented modular intensive teaching and the “Chinese lead teacher+Angolan teaching assistant” dual-teacher collaborative teaching model, realizing the organic unity of teaching quality and cross-cultural adaptability.
Integration of Industry and Education: It reached a strategic cooperation with the China General Chamber of Commerce in Angola, building a practical talent training mechanism of “enterprises raising questions, the institute coordinating solutions, and students solving problems through practice”. Meanwhile, it carried out special teacher training for Angolan counterparts and skill improvement services for employees of Chinese-funded enterprises in Angola, forming a two-way empowerment between the education chain and the industrial chain.
Brand Building: The project has received in-depth coverage from authoritative Chinese and foreign media such as Xinhua News Agency, was successfully selected as a characteristic project of China-Africa vocational education cooperation under the “Future Africa” initiative, and its first batch of students won a silver medal in an international vocational competition, achieving a significant leap in brand influence. The report also clarified that the follow-up work will focus on consolidating the teaching foundation to ensure the steady progress of talent training.


Song Wuyu, the resident teacher of Wenzhou Polytechnic in Angola, systematically interpreted the institute’s teaching arrangement for the next academic year from three aspects: the 2026-level talent training program, the annual teaching plan and the construction of teaching resources, providing clear guidance for the scientific and standardized development of teaching work.

Collaborative Suggestions: Pooling Multi-Party Efforts to Improve Project Quality
In the exchange session of cooperative units, representatives from all co-constructing colleges and enterprises shared their experience and identified key directions for tackling challenges based on practical work:
Bao Weiping, Director of the International Exchange and Cooperation Center of Baotou Vocational and Technical College, reviewed the volunteer teaching work in 2025 and clarified that the procedures for sending teachers abroad have been advanced in 2026 to ensure the teaching tasks are completed as planned.

Meng Zhaoshang, Director of the International Exchange Office of SDC, said that the college has issued special management measures for overseas teachers, and the Angola-China project has provided an important platform for the construction of SDC’s international teaching staff and the expansion of its school-running pattern. In August 2025, Teacher Ding Yewen went to Angola to teach the course of Electrical Installation and Maintenance Technology, and her teaching and research capabilities have improved significantly after returning to China. He pointed out that part of the first batch of international students coming to China in 2026 will study at SDC, which is both a challenge and an opportunity. SDC will take this conference as a node to improve the 15th Five-Year Plan and accelerate the construction of bilingual textbooks and curriculum standard systems.

Yang Ping, Dean of SDC’s School of Mechanical and Electrical Engineering, supplemented that the teaching materials used by Teacher Ding Yewen were polished by the teaching team, have been revised for localization after his return, and will be upgraded to digital textbooks. Professor Fu Xiaojin is going to Angola to undertake the teaching of the course Fundamentals of Mechanical and Electrical Design, and Director Gao Junjun has completed the compilation of relevant textbooks and is promoting their English translation. The college will fully guarantee the implementation of the project.

Xu Yanhua, Director of the Mechatronics Technology Professional Team of Xuchang Vocational Technical College, introduced that the college has set up a special teaching and research team, completed courseware development and teaching resource optimization, and will fully guarantee the project’s implementation from the institutional level.

Han Li, Deputy Director of the Department of Intelligent Manufacturing Engineering of Guizhou Industry Polytechnic College, shared the college’s 67-year educational heritage and the localized practice experience of the “German dual-system vocational education”, clarified that the bilingual construction of high-quality courses has been completed, and the project preparation will be carried out in strict accordance with the 2026 work plan.

Fang Bo, Director of Foreign Aid Projects of Yalong Intelligent Equipment Group Co., Ltd., promised to provide full-dimensional technical and resource support for the project, helping Angola-China Institute of Applied Technology become a landmark educational achievement of China-Angola friendship.

In-Depth Discussion: Breaking Development Bottlenecks and Clarifying Key Missions
In the free exchange session, participants expressed their views and conducted in-depth discussions on core issues such as work visa processing, international student support, co-construction of teaching resources, formulation of professional (curriculum) standards, construction of Luban Workshop, and cultivation of local teachers. A number of key consensuses were reached, laying a solid foundation for the project to break through development bottlenecks and achieve quality and efficiency improvement.

This conference comprehensively summarized the annual construction achievements of Angola-China Institute of Applied Technology and identified key tasks for 2026, including enrollment and training, teacher dispatch, standard construction and the landing of Luban Workshop. As the organizing unit, SDC will continue to give play to its educational advantages, deepen the collaborative linkage with all co-constructing units, promote the high-quality construction of Angola-China Institute of Applied Technology with solid actions, and contribute SDC’s strength to serving the national strategy of vocational education going global and deepening China-Africa educational cooperation.
